ARPANSA is engaging in public consultation on the updated A1 and A2 values for the revised IAEA Regulations of Transport of Radioactive Material

The IAEA's transport regulations SSR-6 (Rev.1) have established A1 and A2 values to contain package contents within acceptable radiological consequences after an accident, aligning with radiological protection principles.

This necessitated a review to incorporate the latest ICRP dose coefficients, international standards, and calculation techniques, while addressing issues surrounding Q value limits and progeny treatment. The objective is to provide a scientifically sound analysis of the impact of 'A' value changes.

University of Sydney pleads guilty and is convicted for offences against the Radiation Control Act 1990 and the Radiation Control Regulation 2013.

COURT NOTICE

University of Sydney pleads guilty and is convicted for offences against the Radiation Control Act 1990 and the Radiation Control Regulation 2013.

The University of Sydney (“the University”) has pleaded guilty and been convicted by the Land and Environment Court of NSW for offences under section 6(6) of the Radiation Control Act 1990 (“RC Act”) and clause 34(1) of the Radiation Control Regulation 2013.

The convictions relate to an incident which occurred in January 2019 in which the University engaged a contractor to decommission and dispose of a positron emission tomography scanner which contained a sealed radioactive caesium- 137 source (“the Source”). The University was required to obtain consent from the EPA’s Chairperson to dispose of the Source, and to ensure that it was not given to or possessed by any person who did not hold an appropriate licence. It did not do so.

The Source was transported from the University’s premises in Camperdown NSW to a scrap metal yard in Chipping Norton NSW by a company which was not licensed under the RC Act to transport it.

The Source was subsequently sent from Chipping Norton to another scrap metal yard in Hexham NSW, where it was detected via a radiation alarm and reported to the EPA. No actual harm was caused to the environment or any person as a result of the offences and the Source remained in its protective casing at all times. There is no suggestion the offences were intentional or caused by negligence or recklessness.

The University was prosecuted by the EPA and pleaded guilty to the two offences. On 14 April 2022 the Court ordered the University to:

1.   pay a fine of $61,000 with 50% of the fine to be paid to the EPA as a moiety;

2. pay the EPA’s legal costs as agreed or assessed; and

3. cause this notice to be published in the Sydney Morning Herald, the ARPS Quarterly Newsletter, on its website and posted on Facebook.

The Court’s judgement can be accessed here: Environment Protection Authority v University of Sydney - NSW Caselaw.

Seeking Expressions of Interest from Members to Join an ARPS Task Group

“ARPS Task Group on Recruitment of New Professionals into Radiation Protection”

Overview

The recruitment of graduates and professionals into the field of radiation protection and the retention of experienced practitioners in Australia is currently proving to be difficult.

The demand for practitioners is expected to increase in coming years with a number of government projects and industry projects coming online.

ARPS is the national body representing radiation protection practitioners and is therefore well place to consider current and previous practices and provide practical advice and guidance to government and private industry to address the situation. To achieve this, ARPS is establishing a multidisciplinary task group aimed at developing a set of recommendations for consideration by the ARPS Executive.

The task group will provide, as a minimum, recommendation to the ARPS Executive by end of 2022, with status updates during the July 2022 and October 2022 executive meetings.

The task group will bring together ARPS member from a number of organisations including defence, health sector, metalliferous and energy industries, education, and regulatory agencies with the following aims:

· Estimate the possible government and industry projects which may come online, and projected practitioner numbers required over the next 3, 5 and 10 years

· To identify opportunities for different groups to work together

· To determine possible strategies to attract new professionals

· To determine possible strategies to retain experienced professionals

· To provide advice on mentoring, in-service education, and succession planning

· To provide a set of recommendations and present to the ARPS executive.

The work of the Task Group will primarily be via videoconferencing, internet, email and telephone

Workgroup Formation

ARPS has invited Mark Sonter to chair the workgroup, based on his extensive multi-disciplined experience. It is intended that the workgroup will have no more than 10 members serving in personal (not sectoral representative) capacities. The workgroup may, from time to time, wish to bring in certain expertise, whether internal or external to ARPS, to assist with specific discussions.

ARPS members are invited to apply to be part of the task group, with members working in a pro-bono capacity, however certain out-of-pocket expenses will be considered for approval by the ARPS executive.

If you would like to contribute and participate, please submit your expression of interest to the ARPS secretariat at secretariat@arps.org.au by Thursday 14th April. All applicants will receive a reply by end of April.

Secretariat

ARPS will provide the secretariat to assist the workgroup in meeting its objectives. The secretariat will assist in arranging the meetings, taking minutes and maintaining the business arising/action list. Any further assistance will need to be considered by the ARPS executive.

IAEA DS519 Draft Safety Guide

The IAEA DS519 Draft Safety Guide - Protection of Workers Against Exposure due to Radon is now available for Member State comment and is open for comments from ARPS.

What is the purpose of the guide?

The objective of the Safety Guide is to provide recommendations on protection of workers against exposure due to radon in workplaces, in planned and existing exposure situations, including the case of combined exposure to radon and other sources. The recommendations in the Safety Guide are based on the application of the graded approach. The Safety Guide is aimed at governments, regulatory bodies or other relevant competent authorities, employers, licensees, registrants, workers and service providers.

Comments are requested in relation to:

Relevance and usefulness: Are the stated objectives appropriate and are they met by the draft text?

Scope and completeness: Is the scope appropriate and is it adequately covered by the draft text?

Quality and clarity: Does the guidance in the draft text represent the current consensus among specialists in the field and is this guidance expressed clearly and coherently?

Please submit comments by 21 March 2022 through the ARPANSA Have Your Say page https://www.arpansa.gov.au/iaea-ds519-draft-safety-guide-protection-workers-against-exposure-due-radon.

Feedback opportunity for IRPA on ICRP System of Radiological Protection

On the 3rd October 2021, ARPS provided feedback to the International Radiation Protection Association on the paper “Keeping the ICRP Recommendations Fit for Purpose”. ARPS has been asked to revisit their feedback and provide only the Top 3 Priorities for ARPS.

This is an opportunity to have input on the future of radiation protection. Please find attached the original feedback provided by ARPS. Below are the top 3 priorities identified based on feedback received to date.

Please provide feedback by COB 13th December 2021

Top 3 Priorities

There is consensus among ARPS members that the system of protection must be clear, logical and practical. Although the system is generally effective, in its current form it is viewed as complex. Feedback indicates that this contributes to difficulty implementing the system. In general, ARPS does not support revisions that further complicate the system.

ARPS proposes the introduction of a low dose threshold, e.g. between 1 and 5 mSv, with planned exposures below this threshold subject to no regulatory governance. The objective is to balance managing risks at low doses to the degree that the efforts of regulatory governance and financial burden is commensurate with comparable risks in other industries.

There is a need to rethink whether “one system for all” is the right approach. By trying to bring everything under one system, it is getting more complicated and difficult to enact. It may be advantageous to have different systems for medical, natural, and nuclear.

For several decades, radon progeny dosimetry was a relatively simple endeavour due to the ICRP recommendation to use the dose conversion convention (in ICRP publication 65) to calculate the radiation dose from any exposure to radon progeny. The ICRP now recommend the use of dose conversion factors (DCFs) based on the ICRP respiratory system model (in ICRP publication 137), which has raised many important questions about radon progeny dosimetry. While various aspects of these changes are under active consideration around the world, ARPANSA has focused on the practical impact of the changes. This has involved attempting to answer the following questions:

How do you actually measure the DCF?

Do the DCF’s suggested by the ICRP match real world conditions?

Are the recommended DCF’s still appropriate as mining technology advances?

Is there a place for site specific dose conversion factors, and if so where?

In order to address these questions, we have developed new equipment and methods to provide accurate data in real world situations. Despite the challenges involved in working with nano-scale aerosols we have made significant progress which will be of interest to those involved in radon progeny measurement, dosimetry and regulation.

ARPANSA - Feedback sought on radioactive waste advisory

ARPANSA has released a draft advisory note on the public health considerations for disposal of radioactive waste.

The advisory note informs how health and well-being will be considered as part of licence applications such as those relating to the government’s proposed National Radioactive Waste Management Facility (NRWMF).

ARPANSA is inviting interested stakeholders to provide feedback on the advisory note through an online consultation process.

‘This advisory note establishes an inclusive approach to community engagement when assessing potential impacts on health and well-being,’ said Dr Rick Tinker, Director Assessment and Advice at ARPANSA.

‘It is important that regulatory decisions take into account relevant social and psychosocial considerations in making an overall assessment of health impact.’

‘We are seeking input from industry, regulators, government and members of the public to engage in the consultation process.’

The Australian Radioactive Waste Agency (ARWA) has announced an intention to establish a NRWMF in Napandee, near Kimba in South Australia. ARPANSA has not yet received any licence applications relating to the NRWMF.

The development of this advisory note forms part of ARPANSA’s preparations in anticipation of receiving a siting licence application in the coming years.

To provide feedback on the content of the advisory note, please fill out the form available on the Have Your Say section of ARPANSA’s website.

Submissions close at 5pm AEDT on Wednesday 15 December.

The advisory note will support ARPANSA’s role as the independent regulator of Commonwealth entities that use or produce radiation and ensure that community safety and wellbeing remain at the core of our work.

Keeping the ICRP Recommendations Fit for Purpose

ARPS is seeking feedback and input on the future of radiological protection.

Drew Watson and Brent LeVert are representatives of the Australasian Radiation Protection Society (ARPS) and participants of a task group of the International Radiation Protection Association (IRPA).

The International Commission on Radiological Protection (ICRP) has taken the first step on the journey towards new general recommendation with the publication of a paper “Keeping the ICRP Recommendations Fit for Purpose”.

We kindly ask that you consider the ‘future of radiological protection’ and provide your feedback as follows:

a. General comments
b. Specific comments, with reference to line/lines in ICRP paper (link above).
c. Additional issues that should be considered by the ICRP - with rationale.
d. Thoughts on direction for improvement of the system.
e. Other

The aim at this stage is not to capture the details of every aspect of the revision of the System of Protection but rather to focus on the bigger picture as this is the first step of a long process that will take 6 – 8 years.

Please provide your feedback via email to secretariat@arps.org.au; preferably by the 20th September 2021.

An ICRP workshop on the Future of Radiological Protection will take place on 19 – 20 October. This will be accessible online, see https://mailchimp.icrp.org/the-future-of-radiological-protection
It is the aim of IRPA to present feedback from the task group at the workshop

The Act regulates radioactive substances and equipment in New South Wales, to ensure that radiation is used, stored and disposed of safely.

The EPA has responsibilities under the Act, including issuing licences to manage or use radioactive substances and equipment, and regulating radiation practices in NSW.

The EPA has developed an Issues Paper as part of the review of the Act, in consultation with the Radiation Advisory Council and NSW government agencies. The Issues Paper will help individuals and organisations to provide submissions on the review of the Act.

Matters addressed in the Issues Paper include:

Security of radioactive sources

Enforcement provisions

Radiation Advisory Council

South Australian Radiation Protection and Control Act

Keith Baldry has announced that on 4 February 2021 the Radiation Protection and Control Bill 2021 passed its final stages in the Legislative Council and will now become an Act of Parliament.

This is a landmark step for radiation protection in South Australia. Among many reforms and improvements, the new Act introduces a general duty of care, and a risk based harms approach including establishing the offence of causing radiation harm. It also introduces tools such as Orders to enable more effective regulatory approaches. The new Act enables us to implement important national commitments such as for security of radioactive sources.
ARPANSA's public consultation on the draft 'Standard for Limiting Exposure to Radiofrequency Fields - 100 KHz to 300 GHz'

We are writing to remind you of ARPANSA’s public consultation on the draft ‘Standard for Limiting Exposure to Radiofrequency Fields – 100 KHz to 300 GHz’. Given the importance of this standard and to ensure that stakeholders had adequate time to submit feedback, the original closing date for the consultation of 30 September 2020 was extended to 21 October 2020.

As you have been identified as an important stakeholder with expertise and/or interests in the area of RF EME protection, ARPANSA would like to encourage you, if you have not done so already, to make a submission on the draft ‘Standard for Limiting Exposure to Radiofrequency Fields – 100 KHz to 300 GHz’ (RPS S-1).

We would like to thank all of the stakeholders that have already provided a submission to the consultation.

Details on the consultation including the new draft standard and instructions on how to make a submission are available at https://www.arpansa.gov.au/standard-limiting-exposure-radiofrequency-fields-100-khz-300-ghz-rps-s-1

IAEA - International Conference On Radiation Safety

The IAEA is organizing the International Conference on Radiation Safety: Improving Radiation Protection in Practice virtually from 9 to 20 November 2020.

The Conference aims to take stock of the worldwide radiation safety situation. It will provide a forum for the exchange of information on Member States’ experiences in applying the system of radiological protection, as provided for in the IAEA safety standards, to the protection of workers, patients, the public and the environment. Both natural and artificial radiation sources fall within the scope of the Conference.
A particular focus will be given to the lessons learned from applying GSR Part 3 and improvements that could be considered to further facilitate its application. Discussion on changes in approach considered necessary for effectively dealing with new and emerging challenges in radiation protection is expected and encouraged.
The Conference has been scheduled to allow for input from the 5th International Symposium on the System of Radiological Protection, which was organized by the ICRP in Adelaide, Australia, from 17 to 21 November 2019 and from the 15th International Congress of the International Radiation Protection Association, which will take place in Seoul, Republic of Korea, from 18 to 22 January 2021.
