Reporting to our Chief Operating Officer, you will lead our Radiological Services team by:

• Managing our radiological regulatory relations, compliance and reporting requirements.
• Managing the development and delivery of all radiological safety and protection activities, training and awareness programs, including all health and environmental monitoring, as Radiation Safety Officer.
• Implementing and continuously improving our radiological Safety Case, both at Sandy Ridge and throughout the business.
  Managing our radiological waste characterization, verification, storage, and disposal (including treatment) processes by working closely with our site teams.
• Managing the commercialization of our radiological waste services, including building our credibility throughout the industry and supporting into our Business Development and Sales team.
•  Providing advice and oversight of our radiological waste acceptance and logistics processes.
• Managing compliance with surface ventilation requirements, including occupational hygiene monitoring and reporting.
• Managing the requirements for responding to any potential radiological emergencies, including training of the emergency response teams.

Primary purpose of the role

The Senior Regulatory Officer, Facility Safety will provide expert advice and assistance to the Regulatory Services Branch on the safe design and operation of nuclear research reactors, radiopharmaceutical production facilities, radioactive waste management facilities, and other radiation facilities.  This role is located within a small multi-disciplinary team involved in the regulation of nuclear installations and prescribed radiation facilities owned and operated by the Commonwealth of Australia.

Key accountabilities

• Assess applications relating to nuclear safety and radiological protection of controlled facilities and provide high level specialist technical advice on the suitability for licensing of nuclear installations and prescribed radiation facilities.
• Lead, manage and perform inspections of prescribed radiation facilities and nuclear installations to assess compliance with regulatory requirements and general safety performance.
• Contribute to ARPANSA’s mission by liaising, engaging and collaborating with other staff of ARPANSA, State Government, Commonwealth agencies and international organisations in the field of radiation protection and nuclear safety. 
• Contribute to the development of codes and standards for nuclear safety and radiation protection.
• Participate in developing ARPANSA’s regulatory framework through improvement of regulatory policies and processes and associated guidelines.
• Maintain detailed professional knowledge of relevant legislative requirements, national and international standards, and best practice models.
• Engage and collaborate with key stakeholders to identify opportunities and achieve good regulatory outcomes by developing appropriate relationships, articulating ARPANSA’s views and position in the context of complex issues and by managing stakeholder expectations.
• Undertake allotted tasks as a member of the Regulatory Services Branch as required.

Job specific capabilities

The successful applicant will possess a degree from an Australian University in science or engineering (preferably mechanical or electrical) or comparable overseas qualifications or other alternative qualifications, which are appropriate to the duties of the position.  The applicant will have demonstrated experience relevant to the design, construction, operation or regulation of nuclear installations or other high hazard plant. The candidate will have a sophisticated understanding of risk management including the operation of engineered safety systems and the contribution of human and organisational factors for safety, preferably as applied to the nuclear industry.  

The applicant must be able to work independently under broad direction and have the ability to resolve issues and deliver quality advice. The candidate must be able to work effectively and collaboratively in a multi-disciplinary team environment with a high degree of professionalism and collegiality.  The applicant must have the ability to develop productive working relationships with stakeholders, and other government agencies, have a high degree of initiative, be able to make sound decisions, and have excellent oral and written communication skills to communicate with influence.

The applicant must hold Australian citizenship or possess permanent residency status leading to citizenship and be prepared to travel interstate from time to time as required. Applicants must be able to attain and maintain an appropriate security clearance.

In this role, you will perform a range of complex scientific tasks, including radiological risk assessment and modelling, to evaluate potential health impacts to the public, workers and the environment from exposure to ionising radiation, with a focus on radiological waste. In addition, you will provide input to the development of national and international standards, project management, report development and stakeholder engagement. You will work closely with other staff within the Assessment and Advice Section, and liaise with internal and external stakeholders, to ensure that advice provided is based on the latest scientific knowledge and national and international experience.

This position is assistant to the Director ACDS to lead, develop, and promote dosimetric audit programs, providing expert technical advice in the field of radiotherapy dosimetry. You will assist the Director in determining the service’s strategic direction, providing direction and support to the team in day-to-day operation of the ACDS. Working under the broad direction of the Director, you will lead and manage a small team of direct reports, collaborating with the Research ROMP to drive innovation and best-practice techniques for assessing modern radiotherapy treatment modalities in a nationwide dosimetric auditing program. This will include designing, performing, and interpreting the outcomes from complex dosimetry measurements for the ACDS, both in ARPANSA and in radiotherapy centres.
The secondary purpose of the role is to perform dosimetry audits for ACDS at radiotherapy facilities. You are expected to achieve Trainer status in at least one audit level and will maintain a lead audit workload.

The Senior Medical Physicist represents the ACDS to professional radiation oncology organisations and leads the ACDS’ scientific contributions to publications and conferences of national and international relevance. You will liaise with clinical customers to promote the service and improve and tailor it to meet clinical requirements.

The position may be based in either of ARPANSA’s offices in Yallambie, VIC or Miranda, NSW and the role includes regular travel to perform audits in Australia and New Zealand.  If based in Miranda, the role will require several short-term deployments in the Yallambie office each year to access ARPANSA’s various irradiating apparatus and laboratory equipment.

• Working with a level of independence you will be required to understand internal and external dosimetry requirements for a range of occupational and public exposure pathways.

Job specific capabilities

To be considered for this position, you will have successfully worked in a scientific leadership role and have well developed skills in the measurement, calculation and assessment of ionising radiation dose absorbed by the human body. 

Tertiary qualifications from an Australian Tertiary Institution in a relevant field or comparable overseas qualifications or other alternative qualifications and experience appropriate to the position are essential. 

You will have demonstrated experience in engaging stakeholders to identify opportunities, achieve outcomes and deliver high quality customer service.

You will have demonstrated experience in research and analysis of customer needs, identification of technical solutions, and production of presentations and written reports.

You must hold Australian citizenship or possess permanent residency status leading to citizenship and be prepared to travel interstate and/or overseas from time to time as required. ARPANSA requires all new employees to undertake a baseline security clearance as a condition of engagement. This position may require you to successfully undertake and maintain a higher level security clearance.
